All black but with a white patch on throat

Black, with small patch of white on chest. Right eye missing. I feed him, otherwise he raids my cat's food. He's friendly, but rather aloof. We're on nose bumping terms. I'd like to know if he belongs to someone. I'm not always at home to feed him so I worry about him.
